Civilian casualties have turned into a big challenge for the Afghan government and the international community

The Afghan government has presented a new scheme in 11 articles for NATO and the international community in order to better fight against terrorism and prevent civilian casualties.

President Karzai has warned that he will call public vote, if foreign troops do not make their stand clear in a month.

Civilian casualties have turned into a big challenge for the Afghan government and the international community.

Karzai appointed several commissions to investigate civilian casualties.

These actions came forward because of frequent criticisms of people about civilian casualties.

The Afghan government has proposed an extensive plan for NATO and ISAF forces in order to prevent civilian casualties.

The plan strictly talks about ending irresponsible operations and improving coordination between the foreign and Afghan military forces.

Some parliamentarians say that in addition to the fact that foreign soldiers are conducting irresponsible operations with no coordination with Afghan National Army (ANA), the Taliban strategy to use civilian's homes as shelters are the main causes for such civilian casualties.

Lately, present Karzai's criticism of foreign forces' operations has increased to the extent that some analysts see it as threatening foreign forces in Afghanistan.

Some experts believe that Karzai’s recent reactions and threats to the international community are because of the fact that he is not being supported by the new US president, Barack Obama, as he was by former president George Bush.
